I had this same problem on Ubuntu 18.04 when I replaced the phpMyAdmin version from the package repository (v4.6.6) with the latest version (4.8.0).

It seems you have a configuration setting that’s pointing to ./ tmp (relative to the current dir) when you probably want it to point to / tmp (absolute) instead. The $cfg [‘TempDir’] (/var/lib/phpmyadmin/tmp/) is not accessible. phpMyAdmin is not able to cache templates and will be slow because of this. As mentioned above I did not modify blowfish secret or any other files ls /var/lib/phpmyadmin/. Also the configuration file looks correct.
